In Shanghai, Beijing officially switched the Belt and Road Initiative (“New Silk Road”) onto new tracks\u2014this time digital. China’s offer to emerging markets is simple: free subsidies for building data centers, preferential cloud rates and broad technology transfer. All of that without EU moralizing and U.S. export controls.<\/p>
Over the past few years, Washington has steadily cut Chinese industry off from Nvidia\u2019s advanced chips. But the July summit showed the sanctions policy backfired. Instead of slowing development, it forced China to accelerate work on its own architecture. New generations of Huawei Ascend chips and Biren processors already make up a closed hardware ecosystem that successfully runs powerful generative models.<\/p>
The diplomatic contrast is hard to miss. When EU and US officials land in the capitals of developing countries with briefcases full of licensing requirements, security standards and restrictions, Chinese delegations put concrete offers on the table: “We’ll give you a working cloud right now, no questions about politics.”<\/p>
The giants\u2014Huawei, Alibaba, and Tencent\u2014have taken on the heavy lifting for this rollout. They’re leveraging government subsidies to build data centers in Indonesia, Malaysia, Kenya and Nigeria.<\/p>
Beijing\u2019s real ace up its sleeve isn\u2019t the hardware, but the code. Open models, such as the latest versions of Alibaba\u2019s Qwen systems and DeepSeek, have become an essential tool for developers in the Global South. The Chinese have also done their homework on localization. Their models handle regional languages (Swahili, Bahasa, Arabic) fluently\u2014languages that Silicon Valley labs treated as an afterthought for years. For local authorities, the calculus is simple: they get capable technology in their native language, running on servers over which they have physical control.<\/p>
Such a policy ultimately puts an end to the vision of a single global AI village. By mid-2026, the tech market splits into two clear blocs\u2014the North Atlantic, dominated by U.S. technologies, heavily regulated, costly to maintain and obsessively focused on intellectual property protection; and the Global South\u2014driven by cheap Chinese hardware, fueled by government subsidies from Beijing, built on open-source systems and turning a blind eye to surveillance concerns.<\/p>
Leading think tanks had been warning for years about what\u2019s now spreading across emerging markets. Experts from the Washington-based Center for Strategic and International Studies (CSIS) and the Australian Strategic Policy Institute (ASPI) consistently warned that Beijing\u2019s digital offensive has a deeper agenda. Providing turnkey data centers and smart-city systems to developing countries is, in practice, an export of Chinese mechanisms for social control and state governance. As ASPI aptly put it, countries that build their public administration on Chinese infrastructure will be dependent on Beijing\u2019s ecosystem for decades\u2014economically and politically. July 2026 showed that those analyses had become business reality.<\/p>
For European software houses looking to profit from the fast-growing economies of Asia or Africa, it\u2019s a rude awakening. When they try to sell their B2B systems there, they\u2019ll hit a brick wall: local governments and businesses already operate on a different hardware architecture and different data transmission standards.<\/p>
There\u2019s another takeaway from the recent events in Shanghai\u2014we need to let go of any illusions about the so\u2011called Brussels Effect<\/em>. The European AI Act won\u2019t become the default law for the rest of the world, the way GDPR once did.
