The team is working under time pressure. The number of documents is growing by the day, deadlines are getting tighter, and the number of hours stays the same. At some point, someone comes up with an idea: let&#8217;s use an AI tool I found online.<\/p><p>A few clicks, a quick sign-in with the work email address, and the virtual agent is connected to the company&#8217;s cloud drive. The result is immediate: reports start being produced faster, and the team saves dozens of work hours. From a manager&#8217;s perspective, this is an example of genuine bottom-up innovation.<\/p><p>The problem only arises when we look at what happens to the data. The provider\u2019s terms indicate that some of the processed content may be used to train models. In practice, this means a risk of losing control over clients\u2019 confidential information, such as their strategies, financial data and plans. This, in turn, leads to potential regulatory violations and an erosion of trust, which is more difficult to quantify but often forms the foundation of the client relationship.<\/p><p>Such situations are captured by the concept of &#8220;cost of a lack of technology governance.&#8221; The harm doesn&#8217;t result from a system failure or malicious activity. It stems from decisions made in good faith but without proper oversight. That&#8217;s what makes it so hard to detect, and so costly.<\/p><h4 class=\"wp-block-heading\">What management doesn&#8217;t see<\/h4><p>The scenario described isn&#8217;t just a hypothetical example from a risk management textbook. It&#8217;s increasingly common in organizations that are aggressively deploying AI-based tools, believing they have control over them.<\/p><p>(<mark style=\"background-color:#82D65E\" class=\"has-inline-color has-base-color\"><a href=\"https:\/\/thepurplebook.club\/state-of-ai-risk-management-2026\" target=\"_blank\" rel=\"noopener\">The Purple Book Community<\/a><\/mark>), a survey of the security leaders community, reveals a phenomenon known as the &#8220;confidence gap.&#8221; It&#8217;s the discrepancy between the declared level of control and the actual visibility into the technology environment. As many as 90% of Chief Information Security Officers (CISOs) claim full control over the IT environment in their organizations. At the same time, nearly 60% of them admit anonymously that AI tools are operating in those same organizations without any formal vetting\u2014a phenomenon known as Shadow AI.<\/p><p>The nature of this phenomenon is changing. Until recently, it was mainly about using chatbots in a web browser\u2014an employee would copy a section of a document, paste it into the browser window, and get a finished text. Today, the scale and complexity are entirely different. Employees are increasingly integrating autonomous AI agents with corporate calendars, CRM systems, communication platforms and even internal document repositories. This means that an external language model can continuously and automatically process a stream of sensitive organizational data without the IT department&#8217;s knowledge, without data processing agreements, and without the ability to audit.<\/p><p><a href=\"https:\/\/www.deloitte.com\/us\/en\/insights\/industry\/technology\/technology-media-telecom-outlooks\/software-industry-outlook.html\" target=\"_blank\" rel=\"noopener\"><mark style=\"background-color:#82D65E\" class=\"has-inline-color has-base-color\">Deloitte analysts point out<\/mark>,<\/a> that the problem largely stems from a fundamental misalignment of IT infrastructure with new work models. Legacy control and monitoring systems were designed with human-performed activities in mind: logins, file transfers, messages. Meanwhile, an increasing number of tasks are now performed by automated systems, often without an easily detectable action by the employee.<\/p><p>Under such conditions, a phenomenon that specialists call &#8220;agentic debt&#8221; is emerging. This term\u2014analogous to the well-known concept of technical debt in IT\u2014describes an organization&#8217;s growing reliance on autonomous AI tools that act on its behalf but aren&#8217;t fully visible to IT and security departments. Just as technical debt over time slows product development and generates hidden costs, agentic debt accumulates operational and regulatory risk that only becomes apparent in a crisis.<\/p><h4 class=\"wp-block-heading\">Why bans don&#8217;t work<\/h4><p>A knee-jerk reaction by organizations discovering the scale of Shadow AI is to try to eliminate it. However, <mark style=\"background-color:#82D65E\" class=\"has-inline-color has-base-color\"><a href=\"https:\/\/kpmg.com\/us\/en\/articles\/2025\/ai-quarterly-pulse-survey.html\" target=\"_blank\" rel=\"noopener\">KPMG reports indicate<\/a><\/mark> that many companies are at an inflection point: the AI experimentation phase is slowly coming to an end, and attempts to return to the state before generative tools became widespread are proving ineffective.<\/p><p>There are two scenarios that experts advise avoiding. The first is ignoring the bottom-up trend known as Bring-Your-Own-AI (BYOAI)\u2014analogous to the earlier Bring-Your-Own-Device. Failing to respond leads to a gradual, imperceptible loss of control over the flow of organizational data. The second discouraged scenario is outright bans. In many well-documented cases, blocking access to AI tools in the workplace doesn&#8217;t eliminate their use\u2014it merely shifts employees&#8217; activity outside official corporate networks, to private devices and accounts. The effect is paradoxical: the organization gains an illusion of security while simultaneously losing the ability to monitor.<\/p><p>The key to understanding this phenomenon is employee motivation. In the vast majority of cases, they don&#8217;t use unauthorized tools out of a desire to break the rules or out of disregard for security. They do so because the tools available in the official corporate environment don&#8217;t meet their current needs\u2014they&#8217;re too slow, too complicated, or simply unavailable at the moment they&#8217;re needed. In this sense, Shadow AI is a symptom, not a disease. Organizations that treat it solely as a security issue fail to see a deeper signal: their official work environment is failing to keep up with team expectations.<\/p><p>This creates real tension between security and operational efficiency. Organizations that don&#8217;t find a sustainable balance between these areas will find it increasingly difficult to maintain control over the work environment, and it will become increasingly difficult for them to attract employees accustomed to the seamless use of modern tools.<\/p><h4 class=\"wp-block-heading\">Regulatory context as a catalyst for change<\/h4><p>For companies operating in Europe, managing Shadow AI is no longer merely an operational risk issue\u2014it&#8217;s becoming a legal obligation. The EU Artificial Intelligence Act (EU AI Act) requires organizations to identify and classify the AI systems operating in their environments. Therefore, using AI tools that the organization hasn&#8217;t formally identified also constitutes a regulatory violation.<\/p><p>The GDPR also applies and clearly defines the rules for entrusting personal data to third parties. Integrating an external AI tool with systems containing customer or employee data, without an appropriate data processing agreement, constitutes a violation of these rules regardless of the good faith of the person who performed the integration. Regulators emphasize that being unaware of the tools operating within the organization is not a mitigating factor.<\/p><h4 class=\"wp-block-heading\">Manage, don&#8217;t ban<\/h4><p>Now that Shadow AI has become a permanent element of everyday work, organizations face a choice not between controlling or not, but between informed control and the illusion of control. A change in approach requires action at three levels.<\/p><p><strong>Level one: technological environment audit<\/strong><\/p><p>The first and necessary step is a thorough audit of which AI tools are actually operating within the organization\u2014both those officially approved and those functioning in a gray area. It\u2019s not only about a list of applications installed on company devices. Identifying the integrations running in the background is just as important: agents connected to corporate Google Workspace or Microsoft 365 accounts, browser extensions with access to data, or automation tools connected to internal APIs.<\/p><p>The audit should be conducted without an investigative atmosphere. Its purpose is mapping, not taking disciplinary action. Organizations that approached this process too harshly most often received incomplete information because employees were afraid to admit to using tools not on the official list.<\/p><p><strong>Level two: a safe alternative<\/strong><\/p><p>An audit without follow-up actions is wasted effort. If an organization identifies that employees are using a particular category of AI tools at scale\u2014for example, for summarizing documents or generating reports\u2014the appropriate response is to provide a secure alternative that meets the same need.<\/p><p>In some organizations, this role is now fulfilled by environments based on on-premises architecture. They allow employees to use language models that leverage the organization\u2019s internal knowledge resources\u2014documents, procedures, reports\u2014without transferring any data outside the company\u2019s infrastructure. The language model operates on data that never leaves the controlled environment, which eliminates the risk of data leakage and allows the organization to meet GDPR requirements. Moreover, the model itself can run locally, with no connection to any external infrastructure. For the employee, the result is similar to what they achieved using an external chatbot. For the organization, it&#8217;s fundamentally different in terms of control and security.<\/p><p>Not every organization needs to implement an advanced architecture right away. Often the first step is to formalize access to enterprise-class commercial AI tools that offer an appropriate level of data isolation.<\/p><p><strong>Level three: culture and competencies<\/strong><\/p><p>The experience of organizations that effectively manage their AI environment points to one common element: employees must understand why certain rules exist, not just know that they exist.<\/p><p>Therefore, it&#8217;s crucial to develop two types of competencies. The first is the ability to critically assess AI tools: understanding what happens to the data, what the terms of service are, and what risks integration with corporate systems entails. The second is the ability to critically evaluate AI-generated outputs: identifying errors, hallucinations, and model biases. An employee who understands the limitations of the tools is a natural part of the control system, complementing rather than replacing technical mechanisms.<\/p><p>Building these competencies is a long-term investment, but their absence incurs immediate costs in the form of wrong decisions made on the basis of unverified AI model results.<\/p><h4 class=\"wp-block-heading\">The biggest risk?<\/h4><p>Let&#8217;s go back to the company from the beginning of the article. The decision to connect an external AI agent to the company drive wasn&#8217;t an act of irresponsibility\u2014it was an expression of a need that the organization hadn&#8217;t addressed. That&#8217;s why the conversation about Shadow AI shouldn&#8217;t start with the question &#8220;how to block it,&#8221; but with &#8220;why is this happening and what can we offer instead.&#8221;<\/p><p>Organizations that have undergone this transformation regain control over the flow of data and boost innovation: when employees have access to approved, high-quality AI tools, they no longer need gray-market alternatives.<\/p><p>Therefore, the greatest risk today is not the mere existence of Shadow AI in an organization. The risk is the lack of awareness of its scale, nature and consequences, both operational and regulatory.<\/p><p>Increasingly more organizations are concluding that attempts to completely block a technology whose adoption is driven by a real need for productivity don&#8217;t solve the problem\u2014they only defer and complicate it. Far greater value comes from building a governance model that combines data security with employees\u2019 ability to use AI tools effectively.<\/p>","protected":false},"excerpt":{"rendered":"<p>For years, the IT department has been the protector of the organization&#8217;s digital assets.
