Artists and organizations have been warning for months that their tracks are being used to train models without consent or compensation. Instead of another legal battle, the Swedish organization STIM, which represents over 100,000 composers, lyricists and publishers, opted for a systemic solution: a license that allows AI companies to legally use protected works, ensuring creators receive real revenues.

How does the STIM license work?

The model assumes not just classic licensing fees but also shares in future revenues and upfront payments for simply using tracks in the training process. The greater the demand for a given music, the higher the revenues for its creators. For the mechanism to function, tracking technology was essential — STIM requires that every AI company uses tools that identify the sources of training data. The first such company is the Stockholm-based start-up Songfox, which has implemented Sureel, a system that analyzes AI-generated works and attributes them to original works from the STIM database. This enables the real-time accounting of revenues based on specific data.

Auditability instead of filters

According to STIM, the new model fills a gap related to the lack of transparency. In previous AI training models, it wasn’t clear what exactly was used and how to distribute influences — neither from a technology nor a legal perspective. The STIM license changes this approach: it’s not a filter at the input, but a registry at the output. The system knows what was used, who the author is, and how much they’re owed. As emphasized by Simon Gozzi, STIM’s head of business development, “the greater the demand for AI service, the greater the returns for the creators”.

The pressure is mounting and the law can’t keep up

According to CISAC estimates, by 2028, music creators could lose up to 24% of their revenue due to AI, while the value of music generated by models may rise to $17 billion annually. The European AI Act does not provide creators with real protection mechanisms — the “opt-out” system only works ostensibly, and there’s no talk of compensation for data already used. STIM suggests an alternative: a collective licensing model with built-in audit technology, which could become the basis for a future rights protection system in the AI era. Gozzi doesn’t reveal whether further negotiations are underway, but he notes that the format is universal and open.

Between Spotify and Suno

Sweden has already once defined the digital music landscape — Spotify was born right there. Now, it’s trying to do the same with AI. The STIM license doesn’t solve all problems, doesn’t provide compensation for the past, but it tests rules, transparency and payment mechanisms. This system isn’t defined around bans, but around settlements. If it works, it might be exported faster than any of the AI-generated musical hits.

Can generative AI use music legally and fairly?
